Born in the town of Brad, Hunedoara County, on 10 March 1941.
An Orthodox Christian, married.

Education:
1973:    PhD in Economic and Social Sciences, International Law, University of Geneva

1964 – 1966:    Post-graduate Studies of International Relations, University of Bucharest

Since 1993:    Professor of International Law, Faculty of Political Sciences, University of Bucharest
